2016年6月23日是國(guó)際寡婦日，今年是第一次開(kāi)展國(guó)際寡婦日活動(dòng)，聯(lián)合國(guó)秘書(shū)長(zhǎng)潘基文發(fā)表2016年國(guó)際寡婦日致辭．
ThisfirstInternationalWidows’Dayisanoccasiontocallattentiontothemany"firsts"thatwomenmustfacewhentheirhusbandsdie.Inadditiontocopingwithgrief,theymayfindthemselvesforthefirsttimesincemarriagewithoutanysocialsafetynet.Fartoooften,widowslackaccetoinheritance,landtenure,employmentandeventhemeanstosurvive.
今年是第一次開(kāi)展國(guó)際寡婦日活動(dòng)，在這個(gè)日子里，我們呼吁人們關(guān)注婦女在丈夫死亡后必須“第一次”面對(duì)的許多問(wèn)題。婦女不僅陷入悲痛，而且還可能在結(jié)婚后第一次發(fā)現(xiàn)她們沒(méi)有任何社會(huì)安全網(wǎng)。寡婦往往不能繼承財(cái)產(chǎn)，沒(méi)有土地保有權(quán)，不能就業(yè)，甚至沒(méi)有生存的手段。

Oftheapproximately245millionwidowsinourworld,morethan115liveinextremepoverty.Incountriesembroiledinconflicts,womenareoftenwidowedyoungandmustbeartheheavyburdenofcaringfortheirchildrenamidfightinganddisplacementwithnohelporsupport.全世界約有2.45億寡婦，其中超過(guò)1.15億人生活極端貧困。在沖突不斷的國(guó)家，婦女往往年輕就守寡，不得不在戰(zhàn)火中和顛沛流離的生活中肩負(fù)起照顧子女的重?fù)?dān)，她們得不到任何幫助或支持。

AllwidowsshouldbeprotectedbytherightsenshrinedintheConventionontheEliminationofAllFormsofDiscriminationagainstWomenandotherinternationalhumanrightstreaties.《消除對(duì)婦女一切形式歧視公約》和其他國(guó)際人權(quán)條約莊嚴(yán)載有各項(xiàng)權(quán)利，應(yīng)可保護(hù)所有寡婦。
Butinreality,interpretationsofcustomarycodes,aswellastraditionalmourningandburialrites,oftendenywidowsvirtuallyalloftheiruniversallyrecognizedrights.
但在現(xiàn)實(shí)中，對(duì)習(xí)慣法規(guī)的各種解讀以及傳統(tǒng)的喪葬禮儀往往剝奪了寡婦幾乎所有的普遍公認(rèn)權(quán)利。

Wemustrecognizetheimportantcontributionofwidows,andwemustensurethattheyenjoytherightsandsocialprotectionstheydeserve.
我們必須承認(rèn)寡婦的重要貢獻(xiàn)，我們必須確保她們享有她們應(yīng)得的權(quán)利和社會(huì)保障。Deathisinevitable,butwecanreducethesufferingthatwidowsendurebyraisingtheirstatusandhelpingthemintheirhourofneed.Thiswillcontributetopromotingthefullandequalparticipationofallwomeninsociety.Andthatwillbringusclosertoendingpovertyandpromotingpeacearoundtheworld.
死亡是不可避免的，但我們可以提高寡婦的地位，在她們最需要幫助的時(shí)刻幫助她們，減輕她們的痛苦。這將有助于促進(jìn)所有婦女充分和平等地參與社會(huì)。而這又將使我們進(jìn)一步接近消除貧窮和促進(jìn)世界和平的目標(biāo)。
